2024JCCP Activities for Fiscal

In fiscal 2024, JCCP’s Human Resource Development Programs, Technical Cooperation Programs, and International Cooperation Projects were implemented efficiently through a combination of virtual and in-person formats cultivated during the COVID-19 pandemic.

The prices of crude oil and natural gas have risen with Russia’s invasion of Ukraine in February 2022, and while showing significant fluctuations thereafter, they have more or less settled down at present. Nevertheless, when considering Japan’s dependence on imports to satisfy most of its crude oil and natural gas needs, it is clear that stabilizing the crude oil and natural gas markets is essential to help ensure stable economies both globally and domestically. Furthermore, as an organization assuming a role in securing a stable supply of energy for Japan, we have become more acutely aware of the need to maintain and establish cooperative relationships with oil- and gas-producing countries through JCCP activities.

With respect to the carbon neutrality movement, we have made flexible and dynamic responses in all aspects of our operations and have seen an increase in JCCP projects related to carbon neutrality. Going forward, we anticipate that the acceleration of government initiatives to realize GX (green transformation) will require us to also engage in operations that respond promptly to such governmental initiatives.

The 43rd JCCP International Symposium took place under the main theme of “Global Energy Collaboration Powering a Sustainable Future - Beyond Competition to Co-Creation, then Concerted Action.” It was held exclusively in in-person format with the participation of approximately 270 people from the Ministry of Economy, Trade and Industry, oil- and gas-producing countries, embassies in Japan, government offices, private companies in and outside of Japan, relevant organizations, and others.

The meeting of the Friendship Committee for Women Career Development (FCW) was held twice this fiscal year, in UAE and Japan, yielding the significant achievement of deepening discussions on addressing issues in diversity, equity, and inclusion (DE&I) and the establishment of a women’s engineer network.

Details of each program are provided below.

Human Resource Development Programs

1. FY2024 Summary

In fiscal 2024, 19 regular courses were implemented directly by JCCP, all in in-person format. They included three courses on strategic management and financial management, two on human resources, two on project management, two on carbon neutrality, one on supply chain management, three on instrumentation and DX for refineries, one on LNG technologies, one on the environment, and four on petroleum technologies and maintenance.

Although the courses were held in person as before, their quality was enhanced by effectively utilizing the infrastructure and expertise gained from conducting online courses to create a comprehensive design, from pre-program learning to information provision during the program and post-program review. Participatory activities, implemented in the form of gamification and workshops to promote interaction among participants, were also improved by reviewing the activities held in the previous year. The result was a higher level of participant satisfaction than ever before. Further upgrades were made by evolving our 3D virtual reality resources and utilizing other advanced DX technologies.

In addition to regular courses, customized courses were conducted in response to individual requests from oil-producing countries in the Middle East and Southeast Asia. In fiscal 2024, 11 courses (including a course for female managers) were implemented in Japan for Saudi Arabia, UAE, Oman, Kuwait, Vietnam, Indonesia, Thailand, and several other countries, and experts were dispatched from Japan to lead customized courses in Kuwait and UAE.

As a result, a total of 489 participants attended JCCP’s human resource development programs, including 362 participants in courses conducted directly by JCCP and 127 in corporate courses conducted in cooperation with member companies. The breakdown of the number of participants in courses conducted directly by JCCP is as shown under “2. Completed Activities” below.

For the record, the cumulative total number of participants JCCP has received since its founding in 1981 reached 28,054 by the end of fiscal 2024.

Leadership for next-generation and Dialogue with Japanese Companies

The researcher exchange (invitation/dispatch) program is offered with the aim of cultivating researchers for the development of advanced technologies in the oil downstream sector in the future by mutually inviting and dispatching researchers between oil- and gas-producing countries and Japan.

Under the fiscal 2024 researcher invitation program implemented on commission by The Japan Petroleum Institute (JPI), a researcher from Aramco Research & Development Center (Aramco R&DC) was welcomed by a research institute in Japan, while another researcher from Petroleum Research & Development Center, Ministry of Oil, Iraq (PRDC MoO) received online guidance from a research laboratory at a Japanese university. The two researchers engaged in their respective studies under the guidance of their host facility and received a certificate of completion following a presentation of results at JCCP. Another researcher from King Fahd University of Petroleum

& Minerals (KFUPM) had also come to Japan under the program, but he unfortunately became ill shortly after arriving and returned to his home country before beginning his research.

Meanwhile, under the researcher dispatch program, a Japanese researcher was dispatched to Aramco R&DC, where he engaged in research for approximately two months, during which he had the good fortune of being invited to give a presentation at ChemIndix2024 held in Dhahran, Saudi Arabia.

We hope to continue strengthening personal ties with researchers in oil- and gas-producing countries through the researcher exchange (invitation/dispatch) program in the coming fiscal year as well.

Technical Cooperation Projects

1. FY2024 Summary

JCCP supports oil- and gas-producing countries in solving technical challenges mainly in their oil downstream sector through the transfer of Japan’s technologies and expertise and the joint development and study of technologies in the form of technical cooperation projects. These projects are classified into three stages and implemented while carefully confirming their validity at each stage.

In fiscal 2024, two first-stage project finding surveys (basic survey) were implemented in three countries in addition to eight second-stage feasibility studies (project formation study) in five countries and nine third-stage joint projects with oil-producing countries in eight countries. Additionally, a project implementation agreement was signed and exchanged in fiscal 2024 for the new project on “Agro-forestation of Rubber Trees for Producing Carbon Neutral Oil (Indonesia).”

In the previously launched “Joint Project for the Enhancement of Oil Spill Response Abilities of ADNOC Group Phase Ⅱ (UAE),” an onsite mapping exercise was performed based on a simulated oil spill dispersion scenario. This was followed by a wrap-up meeting to summarize the activities completed to date, and an environmental sensitivity index map was presented to ADNOC as one of the outcomes of the project.

2. Completed Activities

International Cooperation Programs

1. FY2024 summary

International cooperation programs aim to promote and strengthen information sharing, technical transfers, and human exchanges through direct dialogue with top management by organizing international conferences, networking meetings, and other such activities.

【JCCP International Symposium】
The JCCP International Symposium has been held annually since JCCP’s founding, inviting leaders from oil- and gas-producing countries to make presentations along with executives of oil companies in Japan. The participants primarily consist of executives at the minister and vice-minister levels from government agencies, management executives from national oil companies, and energy experts. Through the exchange of views and sharing of information among the leaders, the symposium sheds light on issues that need to be addressed cooperatively to achieve Japan’s goal of securing stable supplies of oil and natural gas. It also provides a forum for human exchanges aimed at maintaining and strengthening Japan’s relations with oil- and gas-producing countries.
Discussion themes focus on timely topics that take into consideration the environment and circumstances surrounding the oil and gas industries in that specific year. For example, past themes have included demand-supply changes brought about by sharp increases or decreases in population, the exacerbation of environmental issues, the nationalization of core human resources in oil-producing countries, the shale oil and gas revolution, the falling price of crude oil, and the need for further responses to geopolitical and environmental issues. More recent themes have included sustainable energy toward achieving carbon neutrality, DE&I (diversity, equity, and inclusion), DX (digital transformation), SX (sustainability transformation), the utilization of AI (artificial intelligence), technological innovation, the development of next-generation leaders, and human capital management.
The fiscal 2020 and 2021 symposiums were held in remote format due to the COVID-19 pandemic. As in-person interactions had been difficult during this time, participants engaged in discussions and information exchanges online. In fiscal 2022, the symposium resumed in-person participation for the first time in three years by adopting a hybrid format. This approach accommodated both remote and on-site attendees, making it easier for more people to participate.
In fiscal 2023, the symposium was held entirely in person. This allowed for face-to-face exchanges between international guest speakers and representatives from Japan’s Ministry of Economy, Trade and Industry as well as from Japanese companies. In these ways, the symposium has continued to promote exchanges and cooperation over the years through flexible responses to international affairs and participants’ needs.

In fiscal 2024, the 43rd JCCP International Symposium was held in in-person format on January 29, 2025, with the participation of invited foreign guest speakers and an audience of roughly 270 from relevant companies and organizations. Under the central theme of “Global Energy Collaboration Powering a Sustainable Future - Beyond Competition to Co-Creation, then Concerted Action,” 12 speakers from seven countries participated in their respective sessions, reconfirming the importance of cooperative relationships in the energy sector and exchanging views and sharing information toward solving various challenges.
In keynote speeches, Japanese and foreign government officials discussed energy strategies and international cooperation, highlighting the significance of the symposium’s main theme, “Beyond Competition to Co-Creation, then Concerted Action,” from the perspectives of policy and business. Additionally, an energy expert gave a special speech that provided an outlook on the global energy market and projected continuous growth of oil demand.
In Session 1, the discussion focused on human resource development and management in relation to the theme of “Enhanced Management and Human Capital Development Practices in the Energy Transition.” The speakers discussed the importance of human capital management in terms of developing leaders, creating DX talent strategies, and utilizing diverse talent, then introduced specific initiatives. They also exchanged views on strategies for growing low-carbon businesses to achieve net zero emissions and the need to promote women’s participation.
In Session 2, the speakers discussed the latest technological developments and specific initiatives related to the theme of “Technology Solutions in the Energy Transition.” Various approaches were introduced, including the development of next-generation geothermal energy to meet AI-driven power demand, the demonstration of e-fuels and CCS/CCUS technologies, and the promotion of green hydrogen and e-methanol.
Sharing policies and strategies in each country helped to identify common issues and realize anew the significance of technological development and international cooperation. Likewise, introducing the latest technologies and specific initiatives underlined the importance of international cooperation in addressing global issues. This symposium will continue to promote international cooperation and technological innovation in the energy sector and aim to offer a meaningful forum that could pave the way to a sustainable future.

【OAPEC Conference】
The 6th OAPEC-JCCP Joint Conference took place in Riyadh, Saudi Arabia, on June 25 and 26, 2024, under the theme of “Pathways to Reduce Carbon Emissions in the Petroleum Downstream Industries.” Supported by the Energy Ministry of the Kingdom of Saudi Arabia, the event featured such notable attendees as H.E. Mr. Khalid Almehaid and H.E. Dr. Nasser Aldossary, Deputy Ministers of the Energy Ministry, and Mr. Kazutaka Kawahara, Chargé d’affaires ad interim of the Embassy of Japan in Saudi Arabia, and attracted an audience of 100 onsite participants and 80 online viewers.
Twenty-four presentations were featured in six technical sessions over the two days of the conference, including six by speakers from Japan. The participants exhibited strong interest in the discussions and took part in an active Q&A after each presentation.

【Aramco-JCCP Joint Symposium】
On October 3 and 4, 2024, JCCP and Saudi Aramco held a joint symposium in Tokyo titled “Challenges & Opportunities Towards Low Carbon Society – role of technology and innovation –.” It focused on the entire energy value chain, from production to consumption, encompassing issues concerning hydrogen, methanol, ammonia, and plastics recycling, among others.
The symposium featured five sessions and a panel discussion. The five sessions, themed “Policy and Demand Outlook,” “Energy Innovation for a Sustainable Future,” “Toward a Sustainable Mobility Transformation,” “Engineering Solutions toward the Future of Sustainable Energy,” and “Technological Elements Paving the Way to a Low-Carbon Society,” presented the latest outlook and initiatives related to energy. In the panel discussion, eight panelists discussed the broad-ranging challenges and opportunities of a low-carbon society under the theme of “Policies and Technological Innovations for a Low-Carbon Society.”
Over 430 participants filled the symposium venue and witnessed the lively exchanges.

【Saudi-Japan Symposium (research / technology)】
The 33rd Saudi-Japan Symposium (research / technology) was held on February 10 and 11, 2025, at KFUPM Dhahran Techno Valley in Saudi Arabia, hosted jointly by Saudi Aramco, King Fahd University of Petroleum & Minerals (KFUPM), The Japan Petroleum Institute (JPI), and JCCP. The unifying theme of “Technology in Fuels and Petrochemicals” was discussed in terms of the subtheme of “advancing sustainable solutions” through 20 presentations (including five from Japan) in six sessions and 30 poster sessions by young researchers. The six sessions were held under the themes of “Petroleum from Waste,” “Sustainable Solutions,” “New Challenge: Processes/Fuels,” “Advanced Catalyst Technology,” “Sustainable Chemicals,” and “CO2 Capture and Conversion.” A lively Q&A ensued with an audience of approximately 170 participants.
The symposium was realized through steps to enhance mutual consensus with the Saudi Arabian side regarding its future development. For example, the President of KFUPM was invited to give a keynote speech at a seminar held in Japan on September 26-27, 2024, and arrangements were made for him to hold meetings with various universities in Japan and exchange views with JPI and JCCP prior to the symposium.

【FCW Forum】

The Friendship Committee for Women Career Development (FCW) was established in 2015 to promote women’s empowerment and career development in the oil industries in UAE and Japan. Its activities include the FCW Forum held semi-annually in UAE and Japan to promote information exchanges.

In fiscal 2024, the 19th FCW Forum was held on October 29 in Tokyo under the central theme of “Women’s Career Development - Designing a Sustainable Energy Industry,” with the attendance of approximately 120 participants.
In the presence of H.E. Dr. Maitha Al Shamsi, Minister of State of the United Arab Emirates and member of the FCW board, Ms. Fatema Al Nuaimi, ADNOC Executive Vice President, Downstream Business Management, gave a leader’s speech, and Mr. Joe Sakai, Director of ChangeWAVE Group, Inc., gave an inspiring talk. The speakers emphasized that now is the time for women to take action. They encouraged women to seize this opportunity amid significant social changes to create a society in which future generations of women would be evaluated even more fairly than they are today.
In the following workshop on “Women’s Career Development - How we can demonstrate leadership,” participants from Japanese companies cooperating with the FCW and oil companies in UAE, Saudi Arabia, Oman, and first-time participant Malaysia divided into three groups under the themes of “Challenges and Solutions in DE & I” “Career Development of Women Engineers,” and “Value Co-Creation” and engaged in a preliminary discussion before presenting their ideas and proposals as a group.
The forum also featured a panel discussion on “Women’s Career Development - Leader Development, Mentoring, Women Engineers Program.” With Dr. Junko Nomura of the Institute of Science Tokyo as moderator, leaders from Japan’s Ministry of Economy, Trade and Industry (METI) and the oil industries in Japan and UAE took the stage. They spoke about initiatives taken by various companies, the importance of taking a courageous step forward upon sharing issues and case examples of promoting mentoring, and the significance of creating a network (particularly among female engineers) as encouragement to next-generation leaders, including female leaders.

【Award for the FCW Initiative】
In its 10th year, the FCW initiative received the WE CHANGE AWARD 2025 in the corporate category on March 5. The award, hosted by NewsPicks to coincide with International Women’s Day, was presented to FCW in recognition of its efforts in developing international female leaders and supporting talent who can contribute to creating a sustainable future society.

2. Completed Activities

Overseas Offices

JCCP has overseas offices in Al-Khobar, Saudi Arabia (Al-Khobar Office) and Abu Dhabi, UAE (Middle East Office). Each office oversees a group of Middle East countries, with the Al-Khobar office in charge of affairs in Saudi Arabia, Kuwait, Iraq and Bahrain, and the Middle East office in charge of affairs in UAE, Qatar, Oman and Iran.
The principal roles of these overseas offices are to provide local support and to collect local information to enable JCCP projects to be implemented smoothly and safely in the countries under their charge.

The offices also support Japanese companies and organizations that do business in the oil and gas downstream sectors and the sustainable energy sector in Middle East oil- and gas-producing countries by leveraging the network that JCCP has established since its founding with the governments, national oil and gas companies, and other such organizations in those countries through the implementation of human resource development programs, technical cooperation projects and international cooperation activities.
