JCCP aims to ensure a stable supply of oil and energy for Japan while fostering mutual economic development with oil- and gas-producing countries. HCD programs are at the heart of our operations.
Leveraging the advanced technologies and expertise of Japan’s oil and engineering industries, we support downstream sectors in our partner nations, including both engineers and managers. We facilitate the exchange of knowledge and technical skills through comprehensive programs in Japan and the strategic dispatch of experts abroad.
In recent years, to address the diversifying needs of each nation, we have focused on providing customized programs. Through direct dialogue with local stakeholders, we deliver practical solutions that address specific, real-world challenges.

Programs in Japan Directly Conducted by JCCP

JCCP offers specialized HCD programs designed specifically for professionals in the downstream sectors of oil and gas producing countries. These programs target a wide range of personnel, from technical engineers to senior managers and executives, providing a diverse array of courses customized to current industry needs.
The Regular Course Programs consist of subjects common across countries, such as “Strategic Management,” “Refining Processes,” “Refinery Maintenance,” “Instrumentation and Control,” “Safety and Environment,” “Distribution,” and “Human Capital Development.” These programs offer participants interactive learning opportunities and the chance to deepen their understanding of the oil and gas industry while building professional networks in the field.
Customized Course Programs in Japan are tailored to meet the specific needs and requests of oil and gas producing countries.
The Program Formulation Courses (formerly JCCP Program Seminars) offer in-depth and comprehensive seminars that address specialized topics in the industry.

Member Company Program

Upon requests from oil and gas producing countries, JCCP and its member companies jointly design and deliver programs at member company facilities. These programs provide practical, on-site learning for engineers and managers in the downstream energy sector.

Researcher Exchange Program

In FY1992, JCCP launched international joint research programs, such as those on advanced catalyst development, together with King Fahd University of Petroleum and Minerals (KFUPM) in Saudi Arabia and Kuwait Institute for Scientific Research (KISR) in Kuwait.
The invitation program for researchers from oil and gas producing countries was started in FY1993, to laterally support these joint research programs.
Under this program, invited researchers from oil and gas producing countries study Japan’s latest technologies and are closely instructed by Japanese professors or senior researchers for a few months.

HCD Programs Overseas Conducted Directly by JCCP

JCCP offers its own talent development programs for engineers, managers, and other professionals working in the downstream sectors of oil and gas producing countries. In each country, JCCP conducts customized courses in response to local requests, including the dispatch of experts.

Member Company Program

Upon requests from oil and gas producing countries, JCCP and its member companies jointly design and deliver programs at member company facilities. These programs provide practical, on-site learning for engineers and managers in the downstream energy sector.

Researcher Exchange Program

In FY2007, JCCP launched a program for sending Japanese researchers to research institutions in major oil and gas producing countries.
Academic experts and senior researchers from universities or private companies in Japan, who have made significant achievements in their specialized fields, are dispatched to universities or research institutions in major oil and gas producing countries approximately for three months/year, to routinely assist in the development of local researchers and their R&D activities, in response to the needs of the counterpart organizations.
In addition to providing guidance, Japanese researchers who are dispatched to oil and gas producing countries apply their expertise to improving research methods, incubating new and promising research themes, and otherwise strengthening the advancement and vitalization of research activities in their respective counterpart organizations.

JCCP executives hold dialogues with top executives in oil and gas producing countries, by personally visiting and holding follow-up meetings with directors and executive officers in oil-related governmental agencies and national oil companies in oil and gas producing countries.
