JCCP Activities for Fiscal 2023

In fiscal 2023, COVID-19 finally subsided and led to an increase in personal interactions in relation to JCCP’s HRD Programs, Technical Cooperation Programs, and International Cooperation Projects. However, as the situation has taken on a slightly different perspective than from before the pandemic, a combination of virtual and in-person formats was used to ensure efficient operations.

The prices of crude oil and natural gas have been rising since Russia’s invasion of Ukraine in February 2022, but as said prices are showing significant fluctuations, future price trends warrant close monitoring. This situation has led us to reaffirm the importance of stabilizing the crude oil and natural gas markets to ensure both a stable global and Japanese economy. Furthermore, as an organization assuming a role in securing a stable supply of energy for Japan, we have become more acutely aware of the need to further deepen our cooperative relationships with oil- and gas-producing countries through JCCP activities.

With respect to the carbon neutrality movement, we made flexible and dynamic responses in all aspects of our operations and have seen an increase in JCCP projects related to carbon neutrality. Going forward, we anticipate that the acceleration of government initiatives to realize GX (green transformation) will require us to also engage in operations that respond promptly to such governmental moves.

The 42nd JCCP International Symposium was held, inviting all speakers attending in person in Japan for the first time in four years. Approximately 270 people from the Ministry of Economy, Trade and Industry, oil- and gas-producing countries, embassies in Japan, government offices, private companies within and outside of Japan, relevant organizations, etc. participated in the face-to-face event.

The bi-annual meeting of the Friendship Committee for Women Career Development (FCW) was respectively held in UAE and Japan, yielding the significant achievement of deepening discussions on diversity and inclusion (D&I) in addition to carbon neutrality issues.

Human Resource Development Programs

1. FY2023 summary

In fiscal 2023, all regular courses were held in in-person format following the downgrading of COVID-19 to a Category 5 infectious disease. Twenty-one regular courses were implemented directly by JCCP. They included three courses on strategic management and financial management, two on human resources, three on project management, one on carbon neutrality, one on supply chain management, three on instrumentation and DX for refinery, four on refinery facilities and LNG utilization technology, one on environment, quality, and safety management, and three on maintenance.

Although the courses were held in person as before, their quality was enhanced by effectively utilizing the infrastructure and expertise gained from conducting online courses to create a comprehensive design, from pre-program learning to information provision during the program and post-program review. Participatory activities, implemented in the form of gamification and workshops to promote interaction among participants, were also improved by reviewing the activities held in the previous year. As a result, they garnered greater participant level of satisfaction than ever before. Further upgrades were made by evolving our 3D virtual reality resources, introducing an AI platform, and utilizing other advanced DX technologies.

In addition to regular courses, customized courses were implemented in response to individual requests from oil-producing countries in the Middle East and Southeast Asia. In fiscal 2023, nine courses (including a course for female managers) were implemented in Japan for Saudi Arabia, UAE, Qatar, Oman, Vietnam, and other countries, and experts were dispatched from to Japan to lead customized courses in Qatar, Kuwait, UAE, and Indonesia.

As a result, a total of 524 participants attended JCCP’s human resource development programs, including 371 participants in courses conducted directly by JCCP and 153 in corporate courses conducted in cooperation with member companies.

The breakdown of the number of participants to courses conducted directly by JCCP is as shown under “2. Completed Activities” below.

For the record, the cumulative total number of participants JCCP has received since its founding in 1981 had reached 27,565 by the end of fiscal 2023.

The researcher exchange (invitation/dispatch) program is offered with the aim of developing researchers for the development of advanced technologies in the oil downstream sector in the future, through mutually dispatching and receiving researchers between oil- and gas-producing countries and Japan.

In fiscal 2023, one researcher each from Aramco Research and Development Center and Petroleum Research & Development Center, Ministry of Oil (PRDC) was received by two university research laboratories through the researcher invitation program implemented on commission by The Japan Petroleum Institute (JPI).

The two researchers engaged in their respective studies at their host research laboratory for one to two months and received a certificate of completion following a results presentation at JCCP.

No Japanese researchers were dispatched to a research institute overseas in fiscal 2023. However, as there have been several requests, we hope to resume our overseas dispatch of Japanese researchers during the next fiscal year.

Technical Cooperation Projects

1. FY2023  summary

JCCP supports oil- and gas-producing countries in solving technical challenges mainly in their oil downstream sector through the transfer of Japan’s technologies and expertise and the joint development and study of technologies in the form of technical cooperation projects. These projects are classified into three stages and implemented while carefully confirming their validity at each stage.

In fiscal 2023, one first-stage project finding survey (basic survey) was implemented in one country; along with eight second-stage feasibility studies (project formation study) in six countries and 14 third-stage joint projects with oil-producing countries in eight countries.

Additionally, two project implementation agreements were signed in fiscal 2023, with the MOA (Memorandum of Agreement) signing ceremony held locally for each. The newly launched joint projects are the “Steam System Optimization Program (SSOP) Pilot Project at OQ (Oman)” and the project for “Improving the Capacity of LPG Cylinder Distribution Management in Vietnam by Using Barcode Seals.”

As the COVID-19 pandemic has subsided, JCCP has resumed full-scale overseas travel, and a workshop for exchange of good practice in refineries by engineers has been held in overseas refineries for the first time in five years.

2. Completed Activities

International Cooperation Programs

1. FY2023 summary

International cooperation programs aim to promote and strengthen information sharing, technical transfers, and human exchanges through direct dialogue with top management, by organizing international conferences, networking meetings, and other such activities.

[JCCP International Symposium]

The JCCP International Symposium has been held annually since JCCP’s founding, inviting leaders from oil- and gas-producing countries to deliver presentations along with executives of oil companies in Japan. The participants primarily consist of executives at the minister and vice-minister level from government agencies, management executives from national oil companies, and energy experts. Through the exchange of views and sharing of information among the leaders, the symposium casts light on issues that need to be addressed cooperatively toward Japan’s goal of securing stable supplies of oil and natural gas. It also provides a forum for human exchanges toward maintaining and strengthening Japan’s relations with oil- and gas-producing countries.

Discussion themes focus on timely topics that take into consideration the environment and circumstances surrounding the oil and gas industries in that specific year. For example, past themes have included demand-supply changes brought about by sharp increases or decreases in population, the nationalization of core human resources in oil-producing countries, the shale oil and gas revolution, the falling prices of crude oil, and the need for further responses to geopolitical and environmental issues. More recent themes have included carbon neutrality, DE&I (diversity, equity, and inclusion), DX (digital transformation), SX (sustainability transformation), AI (Artificial Intelligence) and the development of next-generation leaders.

The fiscal 2020 and 2021 symposiums were held in remote format due to the COVID-19 pandemic. As in-person interactions had been difficult during this time, participants engaged in discussions and information exchanges online.

In-person participation resumed for the first time in three years at the fiscal 2022 symposium, by adopting a hybrid format that catered to both remote and in-person participants, enabling many people to attend. Finally, the fiscal 2023 symposium was held completely in person, allowing foreign guest speakers and members of Japan’s Ministry of Economy, Trade and Industry and Japanese companies to engage in face-to-face business exchanges. In these ways, the symposium has continued to promote exchanges and cooperation over the years through flexible responses to international affairs and participants’ needs.

In fiscal 2023, the 42nd JCCP International Symposium was held in an in-person format on January 25, 2024, with the participation of invited foreign guest speakers and an audience of roughly 270 from relevant companies and organizations. Under the main theme of "“Enabling a Sustainable Energy Society: Human Resources, Technology Development, and International Collaboration," 15 speakers from 12 countries participated in each panel to reconfirm their relationships of mutual cooperation, exchanging views and sharing information toward solving various challenges.

In Leaders Panel 1, the same as main theme of “Enabling a Sustainable Energy Society: Human Resources, Technology Development, and International Collaboration” was discussed from both policy and business perspectives by government officials, representatives of oil companies in Japan and overseas, and energy experts.

In Leaders Panel 2, panelists discussed the theme of “Responsive management and agile HR development to tackle new and emerging needs.” Focusing on human resource development and management, they each introduced their initiatives for AI utilization and the development of DX human resources as a common issue.

In Leaders Panel 3, themed “Diverse technology-led solutions for reducing carbon intensity,” panelists introduced carbon- related issues and specific technical development initiatives in their countries. By sharing the latest information and situation in each participating country, the panels cast light on common issues and deepened mutual understanding of each country’s policies and strategies. [Saudi-Japan Symposium (research / technology)]

The 32nd Saudi-Japan Symposium (research / technology) was held on December 5 and 6, 2023 at KFUPM Dhahran Techno Valley in Saudi Arabia. It was co-sponsored by Saudi Aramco, King Fahd University of Petroleum & Minerals (KFUPM), The Japan Petroleum Institute (JPI), and JCCP.

The unifying theme of “Technology in Fuels and Petrochemicals” was discussed in terms of the subtheme “Innovative Catalyst Development” in one keynote presentation, 22 general presentations (including four onsite and two online presentations from Japan). The presentations were divided into four sessions: “Petroleum Conversion,” “AI and ML Applications,” “Petrochemicals,” and “Sustainability,” and 23 poster sessions by young researchers (including one from Japan). The participants actively exchanged questions and answers before an audience of more than 130 on both days of the symposium.

[JCCP-Saudi Aramco Joint Symposium]

The 21st Kuwait/Japan Joint Symposium (research / technology) was held on February 5 and 6, 2024, at KISR Petroleum Research Center. It was co-sponsored by Kuwait Institute for Scientific Research (KISR), The Japan Petroleum Institute (JPI), and JCCP.

The unifying theme of “Advancement in Petroleum Refining Industries” was discussed in two keynote presentations and a total of 19 general presentations in three sessions titled “Green Initiatives in Refining Industry,” “Advancement in Downstream Processes,” and “Maintainability and Plant Integrity.” These sessions included four onsite presentations and one online presentation from Japan. Active discussions took place before an audience of more than 120. The Japanese speakers were honored at their presentations on both days of the symposium by the presence of H.E. Mr. Yasunari Morino, Ambassador Extraordinary and Plenipotentiary of the Embassy of Japan in Kuwait.

[FCW Forum]

The Friendship Committee for Women Career Development (FCW) was established in 2015 to promote women’s empowerment and career development in the oil industries in UAE and Japan. As one of its activities, the FCW Forum is held annually to promote information exchanges.

In fiscal 2023, the 17th FCW Forum was held on October 18, 2023, in Tokyo under the main theme of “Ensuring the Future of the Sustainable Energy Industry: Our Initiatives for Diversity, Innovation and Value Creation.” Held in an in-person format, it attracted the attendance of some 120 people.

In the presence of H.E. Dr. Maitha Al Shamsi, Minister of State of the United Arab Emirates and member of the FCW board, Ms. Tayba Al Hashimi, CEO of ADNOC Offshore, gave a leader’s speech, and Ms. Shimada Yuka, co-founder and CEO of YeeY Inc., gave an inspiring talk. Both speakers provided hints and advice on the capabilities and attitudes required of female leaders.

A workshop followed the forum under the theme of “What we can do towards carbon neutrality.” Participants from

Japanese companies cooperating with the FCW and oil companies in UAE, Saudi Arabia, Oman, Qatar, and Indonesia (first-time participant) were divided into three groups themed on “Leveraging Technology,” “Human Resources Development,” and “Social Communication” and gave group presentations on their respective theme. Overall, they made proposals on developing innovative state-of-the-art technologies toward carbon neutrality and integrating D&I in the energy industry, among others.

The forum featured two panel discussions: Panel 1 on “Diversity Can Drive Innovation” and Panel 2 on “Co-creation of Value Toward Carbon Neutrality.” In Panel 1, moderated by Ms. Shimada, leaders from Japan’s Ministry of Economy, Trade and Industry (METI) and the oil industry in Japan, UAE, and Indonesia spoke about how diversity can drive innovation, how it functions, and how it may impact future energy industries. In Panel 2, Professor Tokoro Chiharu of Waseda University moderated discussions on how members from different fields and positions, such as private companies, the government, and individuals, can cooperate and share values to achieve a common goal, focusing on the co-creation of value among diverse stakeholders.

2. Completed Activities

Overseas Offices

JCCP has overseas offices in Al-Khobar, Saudi Arabia (Al-Khobar Office) and Abu Dhabi, UAE (Middle East Office). Each office oversees a group of Middle East countries, with the Al-Khobar office in charge of affairs in Saudi Arabia, Kuwait, Iraq and Bahrain, and the Middle East office in charge of affairs in UAE, Qatar, Oman and Iran.
The principal roles of these overseas offices are to provide local support and to collect local information to enable JCCP projects to be implemented in a smooth and safe manner in the countries under their charge.

The offices also support Japanese companies and organizations that do business in the oil/gas downstream sectors in Middle East oil/gas-producing countries by leveraging the network that JCCP has established since its founding with national oil companies and other such organizations in those countries through the implementation of human resource development programs, technical cooperation projects and international cooperation activities.
